When you are executing the template(it contain more queries with different data provider) in portal, calling the value help F4 for characteristic in the variable selection screen, its not brings own set of F4 values for the same variable.
For this, you need to disable the MELT_VARIABLES parameters in web template parameters.

When calling a Web template that contains multiple query views with input-ready variables.
You use this parameter to specify for the variable screen whether variables that are used in all the query views and in the same context (same compounding and initial value) are to be displayed for input just once.
If Display Same Variable Only Once (MELT_VARIABLES=x) is selected, variables that are the same for different queries are displayed only once.

Explanation:
There are two possible read modes for the value help of variables:
- Read mode "M" means "Values in master data table".
- Read mode "D" means "Only values in InfoProvider".
In case a template includes several data providers with queries or query views using the same variable, the variable per default is displayed only once (controlled via template parameter MELT_VARIABLES) in the variable screen.
For this case also some standard behaviour needed to be defined for the list of displayed values as "D" cannot be assigned to a specific infoprovider. It was decided to automatically set the read mode to "M" for this case and this is the current standard.
+ Read mode "M" is automatically used if a variable is melted over several infoproviders.
